Not sure what the chair's doing there - it doesn't seem to be a very scenic spot for a sit-down. Perhaps he just likes to look at bins.
There'll come a time Robin when a chair by the bins will be very welcome for you, a little sit down, catch your breath and then back indoors to your sheltered housing one bed prison have taken your bin bags out - bloody depressing? LORD TAKE ME NOW!
